UNITED NATIONS Setting the stage for a Security Council debate next month on easing sanctions against Iraq, the head of a commission monitoring the elimination of Iraq's weapons of mass destruction said Tuesday that Baghdad was falling ``far short'' in some areas.

Of particular concern are questions about existing biological weapons.

These are difficult to answer because Iraq has been reluctant to provide information on past production.
